A: No it will not guarantee you being first, that is up to what ever company is bidding the highest per day. It will get you shown some times per day - every time someone searches the words it starts the fight for the bid over again, all day, every day. So you might be shown one part of the day, and another company another part of the day and that is constantly in flux with the bidding wars that go behind the scenes in google.
Unfortunately, there is no way to pay your way to the top of the natural search area on Google. So be aware of companies that try to sell you that service. They often take your money and make big promises but can't deliver.
